ELO + ISC2 coming from 1st Jan 2026

RGC Exports Ltd has announced that it will offer ELO and ICS2 services starting January 1, 2026, coinciding with major mandatory changes for UK-France freight and EU border security. 

Key Services Offered

• ICS2 (Import Control System 2): This is the EU's updated safety and security system for pre-arrival cargo information. From January 1, 2026, compliance becomes 100% mandatory for all road and rail freight entering the EU from Great Britain.

• ELO (Enveloppe Logistique Obligatoire): A new mandatory digital "logistics envelope" required by French Customs. It consolidates various customs references—including ICS2 declarations, transit MRNs, and export/import documents—into a single barcode for faster "Smart Border" transit. 

Why These Dates Matter

While the ELO system and ICS2 have been available for voluntary use during 2025, they are expected to become mandatory on January 1, 2026. 

• No ELO = No Boarding: Without a valid ELO barcode, vehicles moving goods into or through France may be refused boarding or face significant delays.

• ICS2 Requirement: An ELO cannot be completed for loaded vehicles without a corresponding Entry Summary Declaration (ENS) filed through the ICS2 system.
